During the 19th century, fashions (in the United States and elsewhere) called for women to suffer with tight corsets, to accentuate their curves. Breasts (or portions of breasts) might have been exposed, but revealing a bit of ankle would have provoked a scandal. During the flapper era (100 years ago), women displayed their legs, in varying portions, as fashion dictated ascending and descending hemlines from year to year. A generation ago, women tortured their feet with high-heeled shoes, designed to cause their buttocks to protrude when they stood upright or walked. Now, a lot of women in the United States concentrate on the presentation of the breasts, with expensive brassieres and even silicone implants, primarily to assert status over other women (female intra-gender competition in the United States can be fierce). Mr. Carrington's idea of promoting peace through exposure of female breasts may have some merit. Perhaps female (and fat male) protesters could distract the police, while others tore down the confederate monuments. FEMEN (a feminist group that started in Ukraine) has hosted topless protests in Europe:

From the photos, It doesn't appear that the police were especially gentle with them. Still, might be worth a shot in the United States.
